Dr. Ronica Watkins Babers earned her Ph.D. at the University of Texas at Arlington – School of Urban Planning and Public Policy; her master’s at the Maxwell School of Citizenship & Public Affairs at Syracuse University; she received her undergraduate degree from Oklahoma University. She was named a Woodrow Wilson Fellow upon successful completion of the Summer Public Policy Institute at Carnegie Mellon University. The purpose of the Woodrow Wilson Fellowship national program is to prepare leaders and engage networks to meet educational challenges. The fellowship provided her an opportunity to attend the Maxwell School of Citizenship & Public Affairs at Syracuse.
Dr. Watkins has been with Dallas County for 18 years. She has been the budget officer for the past 2.5 years. Dallas County is the second-largest urban county in Texas. Dr. Watkins remains committed to developing a fiscally-sound budget and continuing the development of the budget guidelines. She is a member of the GFOA, and Delta Sigma Theta.
Dr. Watkins is enthusiastic and committed to helping people. She has extensive professional work experience working in various public organizations, i.e., non-profit organizations, higher education, and county government. During her tenure at the Tulsa Community Action Program, she coordinated program operations between departments, administering fifteen major projects simultaneously. In her past time, she enjoys bicycling, reading, and crafting.

Robert West received a Doctorate in Paleontology at the University of Chicago. Immediately thereafter he was a professor at Adelphi University on Long Island. He then became Curator of Geology at the Milwaukee Public Museum. This expanded his paleontology research to Arctic Canada and the Himalayan foothills of Pakistan and Nepal. Then there were two stints as a museum director – Carnegie Museum of Natural History I Pittsburgh and Cranbrook Institute of Science in suburban Detroit before establishing his museum consultancy, Informal Learning Experiences. Now he works with museums worldwide on operational issues, market analysis, solid presentation of contemporary science and different organization on outcome of exhibits. Robert is a member of the American Alliance of Museums and the American Association for The Advancement of Science. He also is a senior member of The Exploders Club. In his free time, he enjoys spending time with family and traveling.
